I'm going to guess on this one as I no longer have an Arisaka in my collection so I'm going from memory. I think if you remove the screw that holds the monopod block onto the stock it will come right off and then the 'pod is placed in the groove and then screwed back into place. Yes/no?

the lower band needs to have the provision for the monopod mounting. the lower band will have a flat square block attached to the bottom. the monopod itself mounts with the loop on the end facing to the rear. the pin goes in, then the dome head screw and nut holds the U spring in with the cut out on the spring facing down when assembled. the U spring supplies tension to the monopod when extended. good luck with it, does it have a crest and all matching nunmbers? mel chung
